Chief Ayuba Burki has assumed office as the new Executive Secretary of the National Commission for Persons with Disabilities, following his appointment by President Bola Ahmed Tinubu.


Contrary to earlier speculation, there will be no swearing-in ceremony for Chief Burki, as he has already commenced work.


Chief Burki, a renowned advocate for the rights of persons with disabilities, has pledged to build on the foundation laid by his predecessor, Dr. James Lalu. He has vowed to aggressively push for the implementation of the National Discrimination and Prohibition Act passed in 2018 and prioritize skilling and empowering persons with disabilities.


"I am committed to driving home the renewed hope agenda for persons with disabilities, as envisioned by President Tinubu," Chief Burki said during his takeover ceremony. "I will work tirelessly to ensure that persons with disabilities have access to better opportunities and are empowered to reach their full potential.”



NCPWD Hosts Familiarization Visit for New Executive Secretary, Mr. Ayuba Gufwan


The National Commission for Persons with Disabilities (NCPWD) yesterday hosted a familiarization visit by the newly appointed Executive Secretary, Mr. Ayuba Gufwan.


The visit was warmly received by the incumbent Executive Secretary, Dr. James David Lalu, PhD,, who congratulated Mr. Gufwan on his appointment.



Dr. James David Lalu extended a heartfelt welcome to Mr. Gufwan and provided a brief history of the Commission’s development under his leadership.


He recounted the humble beginnings of the NCPWD, starting from a borrowed small office with staff working under a tree, and expressed gratitude to former President Muhammadu Buhari for establishing the Commission and entrusting him with its pioneering leadership. Dr. Lalu also thanked President Bola Ahmed Tinubu for fostering an inclusive government and signing the African Union Disability Protocol, highlighting his commitment to the rights and welfare of persons with disabilities.

Reflecting on his tenure, Dr. Lalu emphasized the transformative strides made by the NCPWD over the past four years. Under his leadership, the Commission has achieved significant milestones, including the implementation of comprehensive policies to enhance accessibility, empowerment programs for persons with disabilities, and robust advocacy for their rights. Dr. Lalu’s tenure has been marked by a relentless pursuit of inclusivity, ensuring that persons with disabilities are afforded equal opportunities and protection under the law.

In response, Mr. Ayuba Gufwan expressed his deep appreciation for the leadership and dedication demonstrated by Dr. Lalu. He acknowledged the challenges of being the first to lead an organization, laying the foundation, and breaking new ground. Mr. Gufwan commended Dr. Lalu for restoring hope in the lives of persons with disabilities and for his unwavering commitment to upholding their rights. He noted that Dr. Lalu has changed the narrative, making significant strides in ensuring that the rights of persons with disabilities are respected and enforced.


Mr. Gufwan pledged to build on the solid foundation laid by Dr. Lalu, continuing the Commission’s mission to empower and uplift persons with disabilities across Nigeria. He expressed his readiness to collaborate with stakeholders and further advance the progress made under Dr. Lalu’s exemplary leadership.


The official handing over ceremony is scheduled for Friday, August 16, 2024.


Dr James Lalu-Phd remains dedicated to promoting and protecting the rights of persons with disabilities, ensuring their full inclusion and participation in society. Dr James David Lalu looks forward to a seamless transition and continued success under the leadership of Mr. Ayuba Gufwan.
